Army intelligence cloak and dagger award?

It is only a plaque he was given by his command when he left some unit or the other. It don't mean a thing. There's more of them things floating around than you can shake a stick at. There hasn't been any real intelligence gathering personnel since the days of the 4 R's ..No Rank, No Respect, No Recognition , No Record.
