What do you consider to be clutter?

A friend of mine lives in a government subsidized apartment and they inspected her place and told her she had too much "clutter". Now, I visit her often and she jsut had some cases of soda, some packages that were delivered from FedEx that day, bottled water on the kitchen floor and a few clothes on her bedroom floor. Is this clutter? She also had some lightbulbs on the dining room table: about 20 boxes.
