Is it time to retire my horse ?

Hi, i have a cob who is in his early 20s, he has had a hard life as he was a riding school horse for 12 years and was always worked hard. Recently he has been acting very out of character he bucked my friend off and has turned really spooky but we don't know why ? do you think he has had enough now ?
