When someone commits a crime why do we feel a psychirotrist can help?

If you are a liberal (typically democrats) then you have an ingrained belief that everyone is an innocent victim. If we treat everyone with warm fuzzies then there will be peace on earth (much they way they handle foreign policy). Some crimes cannot be excused or ignored. It is hard I know but there has to be some teeth in our punishments if they are going to work.
